PPR

I've seen a lot of people here and a lot of builds making use of the PPR, and it seems for the most part, people think it's God's gift to the art of killing all the things.
I re-spec'd my Collector Adept to make best use of the PPR, but at level one, it feels like I'm shooting a water gun at the enemy.
I experimented with some different ammo mods and some AR mods, and while these made it more effective, I feel like I could have done more damage with a water balloon.
Is it just that it sucks at lvl 1? Or are there other ways to increase its effectiveness without waiting for more URs to drop?

Just wait until you get a few more upgrades for it and then come back to it. It's still good at level 1 IMHO, I used it a lot on the Destroyer at level 1.
Edit: Make sure you have a piercing mod/ammo for dealing with armor, since it's a high RoF/low damage per shot weapon, armor affects it to a higher degree. I don't use it unless I have AP 3 or AR heavy barrel on it.
Edit2: Always use spare ammo mod. Always.

EB + AP/Drill
HVB + IA/Warp
The most optimal choice for most guns (sans crusader, phoon, executioner and big snipers, and projectile wrapons ofc)
Hvb/piercing mode actually decrease the effectiveness of AP rounds as it introduces penetration penality.

PPR is a pain of mine. It was my most wanted gun, and it became the last maxed.

Because of this mechanic it is the weapon that improves the most from one to ten of any gun in the game (Bigger clip = more time when it can stay rev'ed up).
These are the two builds I like the PPR on the most:

The magazine size mod is always a must.
TBH I didn't start liking it until I had it at a fairly high level, but I think that was mostly due to not liking the rev up mechanic until I got used to it.

Make sure to hold the trigger, don't tap it! The PPR has a small ramp-up time, it becomes pretty awesome once it reaches "ramped-up-ness".

I love it on a Volus Merc. The pets combined with your cloak give you plenty of time to keep shooting. Not as effective as shooting at scanned targets, but I like it anyway.

I've built my HE as a no-overload bad boy once. Combat drone for prolonged CC, incinerate for cheese with IA PPR.
Was quite entertaining actually.

For ACA, you should be running Warp Ammo 3 or 4 with Extended Magazine and HV Barrel, or AR Piercing if you don't have HVB.Strict31 wrote...

Destroyer is probably the best all around PPR user though predominantly because he doesn't get staggered and can keep on firing when you are in the hot fire multiplier.
In general the setups for PPR are:
Extended Mag + HV Barrel or AR Piercing + Incendiary Ammo for combat classes, or casters with detonator.
Extended Mag + HV Barrel or AR Piercing + Warp Ammo for biotics.
Extended Mag + Extended Barrel + AP Ammo for combat classes.
The first makes use of the Incendiary Ammo glitch, which is part of the reason the PPR got so much hype on here.

I've played with a number of people who have had the weapon, so when I got it, I was aware that you had to fire it for several seconds continuously. The first thing I did when I slapped it on a character was add a Magazine Upgrade, because I knew it was a "sustained fire" weapon.
I started running some numbers with the character builder last night and the Destroyer option is one I'm eager to try out.
