DAI will show you his baggage. Oghren had baggage in DAA and Anders in DA2.

You'll be hard-pressed to find a "normal" elf that knows combat or leaves the alienage, coven or clan since most elves have been conditioned to believe they should keep their heads down and keep out of the way of their human betters. Most Dalish elves stay hidden in the wilds, most Andrastian elven mages try to avoid Templar notive same as most human mages, and most alienage elves keep their heads down and keep to their scut work.
Any elf you encounter that deviates from this submissive, subserviant, reclusive, socially-imposed archetype is going to be "abnormal" by default. Either because they have a quirky personality that allows them to learn combat anyway despite the wrath it might bring down from humans (Adaia and CE Warden), getting exiled from the clan so they actually can walk among humans (Merrill and Velanna) or because they're from a place or organization where elves can actually learn combat (Zevran from the Antivan Crows, Fenris from Tevinter, Tallis from the Qunari society, etc) which would give them quirky personalities just in lieu of their situations. (How "normal" can you be receiving torturous Crow training or Tevinter brainwashing?)
Most elves without these extraordinary personalities or circumstances stay in the alienages raising families, stay in their Dalish clans away from humans, or stay hiding or trying to avoid the wrath of Templars. Elves as a culture are more community-oriented than humans, so they would need an extra push to stand out. And, of course, socially-imposed human prominance makes it so an elven companion would need to be cheeky in order not to be cowed into sumission or hiding before they even began.
Plus, most companions aren't "normal" period, so I don't see where this double-standard comes from.
