I have seen videos of recruiting Legion early in the game. Is this possible for PS3? Or is it only for PC players? Please let me know.

you can do it on xbox 360 but you need a save game editor I don't know about PS3

Yeah, you need Gibbed's save editor, and there isn't any tool to extract saves from the PS3 that I am aware of.
