If Duncan is a duel wielding rogue, what is he doing with a shield? It'd actually make more sense if he was a duel wielding warrior-it'd make more sense for a warrior to have a shield.You might get some rogues to carry shields possibly, but it just seems out of character for Duncan.
Also, does he ever carry a shield in game? He might, but if he did I missed it.

Hmmm, I don't recall Duncan lasting long enough to get into any real scrimmages But I can see him carrying a shield. I do that with my party members sometimes. The only porblem that I see with that strategy is that if they do not have any shield talents, they will not be able to take advantage of the many options that are associated with the shield.

Rogues can technically equip shields in DAO. They're just not that effective with them, since they don't have access to the Sword and Shield talent tree.
I assumed the shield was mostly ceremonial. Hence the reason it was in storage.

Sure rogues can equip shields-but Duncan's shield is one of the heaviest shields in the game-38 STR minimum. You could build a rogue with that much strength, but it seems more like a shield for a warrior tank. I never thought Duncan would be strong enough to equip a shield like that.I imagine it would have been a ceremonial gift. I can't ever seeing him using a gift like that.
