The nations of Thedas are so subservient to the Chantry that they effectively let it kidnap their citizens. Even if the Chantry didn't do that, they should never have been given the right in the first place.
Actually, Exalted Marches of the past required the Chantry to get the armies of various nations involved, in order to be successful. The Chantry didn't drive the Qunari back to Par Vollen by itself; it took the combined might of most of Thedas.ImperatorMortis wrote...

I quite get the feeling that nations would still have Circles even without the Chantry. People fear magic and the Circles are needed for very good reasons.

I'm fine with having a system of some kind in place for the education and policing of mages. But the Chantry should never be in charge of it, and individual nations should have the freedom to devise the system that works best for them.
