I took a look at Origin and I think it was a simple mistake. Mass Effect 3 (basic) is $8, but the upgrade to the N7 Edition is $4.
My theory on why DLC rarely goes on sale because they aren't competiting with resellers putting the DLC on sale like they are with the main game. Even Steam doesn't sell DLC at the same discount levels as the games they are selling. I was going to pick up DLC for Bioshock Infinite, but there isn't a discount on any of it while the main game was 75% off.

But if you want the full mass effect 3 experience you're going to have to pay $60 for it like everybody else. Sure this sucks ass for people who supported the game at launch and have paid twice as much as everybody else, but people on the other end of the spectrum who 'buy' the game years later, second hand for 4 bucks deserve absolutely no sympathy by comparison.

While it's true that publishers uses DLC to reap a lot of profit from relatively cheap to make content, in this case I think the DLC not receiving a discount is more a side-effect of them stubbornly and stupidly sticking to their Bioware points/social network system instead of just selling the DLC directly in the Origin store. Whoever is responsible for doing the pricing probably isn't even aware of the ME DLC because it's not in the freaking store. So more than likely it's just overlooked because of their unmonitored mess of disparate systems.
