Tevitner by far. It's not even close.

Why? Orlais is pretty awful to with its corruption of their nobles, not to mention that their chevaliers(and nobles) tend to be extremely rape happy.

Where has that been stated? Even if it has, Tevinter has all that and more.

Tevinter kidnaps innocents and brings them to Tevinter forever as a slave.
Tevinter magisters are corrupt and play a game just like Orlesians, except they can be open about it; and brutal.
Tevinter mages sacrifice their slaves for Blood Magic fuel without a care.
Tevinter Magisters (such as Danarius) abuse their slaves and use them as sex slaves (just as Fenris, heavily implied)
Tevinter is full of blood mages.
Tevinter is hated by all.
Blood magic and slavers and cruelty deserve to be mentioned again.

I would say Tevinter. Olais is screwed up too but definitely not as bad.

Blood Magic could have perfectly legitimate applications if it weren't illegal. You could reattach severed limbs, or extract poison from their blood for both forensics and possible to save their life. So Blood Magic isn't inherently evil, just a lot of practitioners.

Like Mind control and summoning demons?

Smells like headcanon.

There's a note in World of Thedas where some Tevinter magister debates possible good uses of blood magic with her apprentice. None of them are reattaching severed limbs.

People thought Blood Mages were evil even before the Chantry was founded.

The Dalish don't seem to have a high opinion of blood magic either.

yet some misguided players have accused the arlathan elves of practicing blood magic, just based on zathrian . They have no proof but insist elven life longivity must be due to blood magic. shrugs.

Can we just agree Blood magic is inherently dangerous and just leave it at that?

Orlais has noble who are secretly blood mages. Some also own slaves as "pets" to be use sexually.

They both pose threats.

It's difficult to quantify and compare the extent of those threats, though.

I'm more concerned about the Qunari, to be honest.

Potentially, not inherently.
