Keep them for the bosses and cutscenes. That means we won't have the 'BUT I DECAPITATED LELIANNA' arguement.
Or just disable them for NPCs with names.
Anyways, I think I remember the devs talking about kill moves. I'm not totally sure, but there's this:

I'd love to see kill moves make a comeback, they make characters fighting look that much badass.

The best finishing move in DA Origins was where Duncan killed Jory during the during the Joining ritual. It was used exactly once and never repeated. It was dramatic without being over the top like the multiple ogre kills in Origins, the hundreds decapitations against various humanoid creatures, or the cartoon-like slapping of bears and wolves heads around in an over-exaggerated animation.
I would prefer leaving the dramatic kills strictly in the realm of unique special events like I mentioned earlier.

I'd much prefer the Assassin's Creed approach. The killing blow is a quick stab through. I think it looks better, but I do admit it doesn't actually add anything from a gameplay perspective.

I really liked the shield finish:

And the run through with the sword and the push away with the shield:

Wasn't really too much to these. Only ones I thought were over the top were the non human kills (Orges & Dragons). Even the decapitations weren't that flashy.

This time have deathblows not just for melee attacks but for arrow/ranged and magic attacks as well.
It would be even better if there was an option to just turn of or set the frequency of deathblows.
DA2 had exploding people when they died..as though every enemy was rigged with some bomb or soemthing which was just weird.

Frankly, I dislike the idea of finishing animations, too theatrical and often over-done to the point of looking comedic and remind me more of Power Ranger "moves".

Well since we have "Get Over Here !" chain pulls, mages casting spells by reading books in fights, bashing large metal gates with shields....I think having deathblows or finishing moves are justfiied.

But overall, they did slow down combat esp since most of the time I ran as a dagger rogue. With my build, it lived to backstab kill very quickly. It backstabbed all the things. BACKSTAB! BACKSTAB! BACKSTAB! KILL! KILL! KILL! KI.... no wait, let. me. slooooooowly. cut. this. guys. head. off. UGH.

Chains....yeah. People should not worry too much about kill moves.

For Mooks I prefer ragdoll. And acceleration. Lots of it.

Do not include long deathblows unless it is a boss fight.
