Honestly, let's try to tackle this whole notion that normal people don't like mages because the Chantry tells them to.
It's actually the other way around. The Chantry's policies are a direct result of being created by a culture of people that spent millenia living under the opression of magic and violently ovethrew their magical opressors.
Basically, the beliefs of the Chantry didn't appear out of nowhere. They exist because the normal people of Thedas just don't bloody like mages rather than the other way around.

By that same logic, I can say all Circle mages are biased and their words regarding life in the Circle can't be trusted.
