That's "a little" extreme. Don't expect your reign of terror to last too much. People don't really like to live in a world that deprives them of their freedom and punishes non-agressive actions with death.

Don't forget Freedom of Assembly. That goes hand in hand with Freedom of Association, but is slightly different since it's the freedom to assemble in public places whle Freedom of Association is the freedom to join an association or associate/not associate with people.
