Probably not the minority in general. Gamer culture doesn't represent everyone. The world at large might not like "adorkable" characters, but a subculture would.
I do normally like adorkable characters. Tali snuck up on me in ME2 and derailed my romance with Miranda (and I can't not choose her on subsequent playthroughs). I just thought they overdid it with Brooks (but of course there's a good in-story reason).

The presumption here is that Shepard is indeed special and that everyone recognizes this, including the player. I think the key moment to Brooks' fake persona is when they are planning the mock Suicide Mission, and she praises the legendary Shepard and the rest of the "crew of the Normandy." In this instance I think what Brooks is doing is playing into the expectations and ego of not only Shepard and the crew but also the player, since this is presumably exactly how the player feels about his or her squad. I know that when she said this my e-chest puffed out quite a bit. "Yeah, that's right. We're legends. Respect."
Note that I don't think this is malicious or derogatory commentary on BW's part. How could it be when their very Paragon/Renegade system reinforces the player's belief that Shepard is "special" and a "legend"? Brooks' betrayal was, I feel, a clever subversal of expectations that both BW and player had regarding how the universe views Shepard. But in having Shepard triumph over Brooks it shows that, yeah, fake-Brooks was kinda right.

Actually I was annoyed by that "You're all living legends" bit until later when I realized Brooks was doing it to manipulate the crew.
As for Kasumi, even removing the hood doesn't give her a fair chance. They designed her head based on it being covered by a hood (and I'm not just talking about the hair). I'm sure they even deliberately distorted the face some to make it look right with the hood on. I assume she'd be cuter if they'd designed her face to be viewed hoodless.

I just completed stolen memory, and I was thinking the same thing. I always thought she should have been cloaked the entire time. No point in even having her presence known. Of course, this would require Hock catching on to their plan some other way, but any number of reasons could easily be conjured up to account for that.

Yeah, that fan concept doesn't work for me either. Kasumi is supposed to be Japanese, but that fan concept looks like a white girl going through an Emo/Goth phase.

As far as parody, I wouldn't put it past bioware. That dlc made fun of many bioware related subjects, including multiplayer. Why not their characters?

If it'd been up to me I'd have dropped her at an infirmary (she was shot at the beginning) and solved the mystery without her. I'd have sent Traynor through the ducts @ the casino charity event.
