The EA Site. Select United States and look for an option to contact an adviser. Then you may have to answer some questions (me2 key or Security question) and they fix it :-)

There is something new: I find that Heroes of Dragon Age has Chinese subtitles, although not very perfect. I think Bioware&EA can base Chinese subtitles in DAI on that.

Comparing to some "official translation team", the "players translation teams" are much more reliable in China. I once worked for one team that have created Dragon Age and Fallout 3 Chinese translation Mods. Their jobs are perfect and enjoyed by our Chinese players. After all, they did this not for money, but for enjoying their loved games.
So, in my opinion, if EA could not find a good Chinese translation team, then please do NOT add any Chinese subs in their games. English will not ruin a great game, but the bad translation will.

That depends on how much care is given to localization and how well translators are chosen. A good testing is also paramount; it helps point out mistakes and inconsistencies of all kinds. If no thorough testing is done the localization will always suck no matter how good translators are.
The problem is that a game like Dragon Age is BIG. I would say a team of translators, testers and developers working full time on it could take anywhere from 6 to 9 months to do it all from the beginning of the translation to the end of the testing, possibily more.

I think it's important to give people playing localised versions, the option to play the original, too. There are a few games knocking around on Steam (other digital content delivery platforms are available) which have terrible translations which you are locked into using - I'm sure there woud be lots of people in Russia, China, Germany, Australia and other countries who would be grateful if they could shelve the sucky translation into their local language, and play the original.
(to say nothing of those of us who travel and have to play games in Russian etc.)

When I was a little fox I really enjoyed Gothic 1 , but I could understand only about 60% of it. That one had some dialogue too and if you didn't understand what the guy was telling you, you'd just run like a nutjob through the entire island. Still liked it.
