Honestly if you are going to use broken/glitched mechanics as your comparison then just about everything will suck. That is a silly way to evaluate effectiveness.
That said, I hate cryo ammo and have no use for it.

I seem to recall that being amusing, if a bit hard on the ears.
I sometimes spec various Incinerate capable kits for extra damage to chilled targets and use cryo ammo, but that's been covered.
My favourite use is on vanguards, just because I derive great enjoyment from flying into cryo explosions. Also occasionally used on Smashdepts too because I like how their powers play with it (Smash sounds like smashing things? Yes, please). Mechanically... meh.

Just played this yesterday, and good GRIEF it kills things slowly. I would kick in Marksman and watch a Collector Troopers' health slowly disappear over what must have been 7-8 seconds. (Plus I kept ending up near the sniper on our team. Oops.)

What is a good way to use them? Or should I try to use my 255 Explosive Rounds III instead?
I like to use them on fast moving targets when the team has a sniper, and if there's anyone with incenerate, I equip cyro and run with them. They're useful, as long as you treat your weapon as a form of cc.

Then I dropped into a random Geth game with it and it was annoying to use against the scourge that are Bombers.
Switched out the Venom for Talon and played a game and that worked better for me.
Then tried out Cryo Falcon Drell Vanguard, which is probably the most fun so far.
For any of the Freeze Combo ones, I will have to burn some respec cards since none of my Incinerate characters have that. I guess I could do that for the QFE... only question is how many in turret. Also have to go Duration on Cryo Blast for running Claymore unless I am always shooting.
Vorcha Engineer I could respec, but I just finished grinding a bunch of Vorcha waves the last couple of weeks so I am a little hesitant to do that.

Equipping cryo ammo with the Adas, as it strips their shields, then freezes them to stop them fighting back.

Not as good as incindiary cheese obviously, but amusing.
A N7 fury could potentially use cryo ammo on an acolyte to freeze mooks before rushing in to BE them, although I haven't tried that myself yet as I use talon with warp ammo usually.

I only use it on the Hsol Concussive shot build. It's useless on the QFE because she doesn't need more health/armor damage, she's got that coveres in spades... She needs shield damage, hence disruptor ammo.

More importantly, why are you even talking about a single Cryo Blast when the discussion is about combos?
Using your logic, all we should do vs mooks is shoot, and then use the cryo ammo + freeze combo on incinerate vs anything bigger. Why not use cryo blast (really short cooldown), shoot to prime and then hit the armored targets with the freeze combo, setting off a tech explosion in the process while doing 25% multiplicative damage the whole time?
Pardon me if this makes no sense because I've had too much to drink, but I'm pretty sure it does.

I was running a Cryo Falcon Paladin which is actually pretty fun, but every lobby I would join was laggy as crap (that's what I get for trying to play too early).

It's a similar idea, but with carnage replacing incinerate and TB's replacing CE's.
The BF3 build works quite well like this, so the KroSent build should do too, although you're right that an anti-armour secondary is a requirement on higher difficulty's. It's also one of the less exciting kit builds.
It's also worth noting that since carnage and incinerate are both capable of priming FE's and detonating ammo powers simultaneously, you can ammo prime->cast(ammo explosion)->grenade(FE), to increase performance against bosses.

Slayer w/ Cryo Falcon was fun. Have all sorts of ways to detonate.
Batarian Adept... Cryo Falcon again then you can Lash or Cluster Grenade. Not bad.

shotgun -Venom, then claymore is second.
pistol -paladin followed by eagle.
Assault rifle-striker or falcon
Sniper-Valiant or Black Widow
Keep in mind I am using cryo rounds on the projectile weapons to freeze groups. For example using the striker on a batarian soldier to get revenge on geth for all the stagger they inflict. I enjoy setting up area of effect detonations. Also you can just plain weaken enemies or slow them down.
As far as the pistol and sniper cryo combo, it works well if the target will take only one or two hits to kill, making headshots a breeze. The target will stand perfectly still if you happen to aim too low or hit them while they are on the run.
If it's a tech squad I have no qualms using them, but as a common courtesy I don't use cryo on teams with biotic casters. I treat others as I would want to be treated. I don't want anyone's warp detonating a cryo explosion.
