While I am sure Bioware has an aversion to long hair for the very issue of clipping, I think saying the modders can do it better might be a little misleading. I think modders can wind up making some better hair than what winds up in the final game most times, but I think it is a bit thorny to say ARE better at doing it. True, but the majority of current games with CC are much better at hair than DA2 and ME3. In fact I haven't seen a modern game with worse hair than those.

in real life long hair may or may not have been impractical but in a video gave where cleavage holes and boob plates are a-okay (cause leaving your heart exposed is great and so is a concave piece of metal pressed into your sternum) i think we can accept the slightly maybe unrealistic hair

The sword part is true, but how is spiky armor a disadvantage? It has all the advantages as normal armor with the added benefit of being able to possible injure an enemy who hits you the wrong way or tries to get rough with you.
Anyway, I agree that short hair is tactically the better choice. It's why I made my latest lady Cousland have the short boyish hair (the more feminine version though, makes a bunch of tails in the hair). A warrior woman with longer hair than that is unwise.

How fortuitous that this topic should come up as I have just spent that last two days going through every single DAO hair mod (11!) and editing them to filter out the hairs that I didn't like so the CC options wouldn't be cluttered with dozens of scroll-by options. Aside from graphical quality (to go with your PC limitations statement), it seems that the modders are more creative with hair styles as well. The DAO hair mod Additional Hairs for DA is almost all short hair or up-dos (avoids clipping!). As far as style goes, some of them are iffy for both lore and taste, but they are different and show that a ton of variety can be had.
One of my favorite hair mods, Tucked Hair, takes actual DAO hair and mods it so it's out of the face. It also has a version of the DA2 Anders hair that I like to use on a fem Cousland Warden who has never been concerned about that sort of thing.
My point is that the devs are, or have been, uncreative when it comes to the various hair options. I believe that they CAN give us a nice variety, which suits the needs and tastes of multiple kinds of players, and still stay within their technical limitations.
DA2 was an improvement. That said, I still want more boy cuts and pony tails for my fem characters.

It seems to me that the wearer could easily hurt himself. Spikes on the shoulders limit vield of vision, which is dangerous in battle. You can get stuck with all those spikes... Horns or other spikey things on helmets can be grabbed by the enemy.

Still, there is so much out there that modders can easily make a selection of hairs that do fit the world, something which the maker of additional hairs has done very well, I think.
The fact that almost every single DAO hair style has to have those stupid hair worms dangling in front of the face is absurd. Part of the reason is that it doesn't look messy, as if some hairs fell away during combat or from a strong breeze, but rather like they were deliberately placed there. >.<
