As long as the cameos don't just serve as gags or sillies I don't mind them. There's nothing worse than having a pointless cameo just for the sake of having him say "Enchantment! once" and then he's never seen again.

My estimates:

Isabela- Had a significant role in DA2 and will depend on Hawke's relationship with her. If she was betrayed, she would likely be a captive in a Qunari faction. A romanced Isabela would probably be in some bar, drinking her sorrows away after seeing Hawke in a refrigerator and beat up a few guys spoiling for Hawke's location (either templar or mage supporters). An Isabela who simply leaves would be a wanderer or in said tavern, except maybe making a passing remark about Hawke.

Fenris- Only if given to Danarius, would come back as an enemy, much like a betrayed/indoctrinated Jack in ME3. Otherwise maybe a small cameo if the party visits Kirkwall.

Anders- Probably the most significant cameo given the events of DA2.

Bethany/Carver- If the Inquisitor has to deal with Grey Wardens they'd probably make a quick cameo if they are Wardens, otherwise visiting a Circle/Chantry would yield a quick appearance

Sten- As the new Arishok...

Ruler of Ferelden

Leliana- Based on DA2's ending and Cassandra being in DA:I, I'm pretty sure she's making an appearance.

Zevran- He somehow showed up in DA2...

If their role is significant or vital to the story they'll show up and have more than a cameo probably people like Alistair King or Warden, Anders/Vengeance, Leliana, Sten, Anora but if they aren't vital than they will have cameos according to Laidlaw. Also both Perry and him have said there will be a lot of them but they won't be able to get everyone in this game so we'll probably see some again at a later date, anyway if they are written well and have a sufficient reason for being there then i'd be fine with it.

Really, if he's alive he might show up and have a cameo or more than that if that's what Bioware wants to do. Not sure why you're so sure he won't show up if people decided to spare him for any number of reasons and we can't be sure of anything since every npc is fair game if they are still alive in some peoples playthroughs and if Bioware intends to use them.
