The reapers used indoctrination on Earth as well, urging surviving leaders to place sanctions against attacking the invaders.

Earth was already lost though. It's jarring that they didn't use it on the allied fleet.

As Vigil suggested indoctrination is more main weapon of phase two after crushing major fleet forces during invasions.

Searching for hideouts, sabotaging resistance operations, weaking of cripled goverments - these missions are more fitting for indoctrination then supporting of mass invasion.

I'd also like to point out that whatever they did to repair that design flaw failed. The idea that the Reapers have no such vulnerability was completely disproven when, at the end of Leviathan as your leaving 2181 Despoina, your new cuttlefish friends use a pulse from their indoctrination probes to disable a Sovereign class reaper.

I'm thinking the Crucible should have generated a big pulse like that and given the Sword fleet a big barrel of metal (cuttle)fish to shoot.

It makes more sense if you just kill the Council and act like a crazy bastard from that point onwards. Then no one wants to believe you, for good reason.

Don't do everything Paragon and "right" and expect the plot to make sense :D
