And no, I don't recall them being on sale. Just the games themselves and various different 'combos' of dlc for X price. I looked at combo dlc's when I bought the games, but I found them quite unattractive. I'm exclusively interested in character development and story content, not remotely enticed by armour, weapons, and clothes to make for virtual pretties.
I agree ME2 is due. Me1 now has bring down the sky for free, where it was originally reasonably priced. HOWEVER! this is EA and they created origin with a plan in mind...so....yea...just consider arrival, kasumi, shadow broker and forget the rest altogether.
Katsumi I'd say is the better value among the 3, followed by broker. As for arrival...meh. There's nothing you can do there that affects future dialogue one way or another, to my knowledge.

Kasumi is OK. The mission is OK; nowhere near as substantial as Shadow Broker. It has a fabulous gun. (There is an inside joke in ME3 that references the gun, but I can't say what it is without spoilers.) Kasumi is a semi-interesting character and a pretty useful team mate.
The Zaeed DLC is free, I believe. Firewalker is also free. And the Normandy SR1 DLC is free.
Arrival is rather meh. You can live without it. Overlord is fine. It is actually a decent value. But, again, you can live without it. It does provide one of the few times when Tali can really shine as a team mate. In fact, team Dextro really works well in Overlord.
As for ME3, I would look in the general forum for ME3. There are numerous threads rating the various ME3 DLC and I don't need to repeat them here.

Lair of the Shadow Broker is a mixed bag for me. I never really liked Liara's new character post-ME1, she comes off as too cynical and I much preferred her more naive and awkward character in the first game. But if you romanced Liara in the first game then Lair is definitely a consideration, as it allows you to continue it along. It also has some cool character backstory info, vids and ways to earn credits and resources and research data. I've always felt that the final level's environment design was very generic and boring, though.
Kasumi is neat and probably the most unique mission, with Kasumi herself being a lighter character that makes jokes more often than other squad members. Her mission is a bit short, though, and Hock's accent is pretendous!
Overlord has unique gameplay as well and really allows you to let loose in the Hammerhead, but the story itself doesn't become interesting until the very end, at which point it sticks with you like mad.
Arrival is probably the most skippable one. It only alters a few lines of dialogue in ME3, although it provides better justification for Shepard's inoperability in-between 2 and 3.
Omega in 3 could be considered to be the Arrival of the third game. Unless you're a fan of Aria and/or really need to get your female turian fix, there isn't much on offer here.
From Ashes is a bit like Kasumi's in that you get a unique squad member, and while he does bring unique perspective to the game, a lot of his content is also hidden away and sometimes not that memorable if it doesn't involve mention of an airlock.
Leviathan is unique in that it's half crime scene investigation and half pure combat, and it divulges a fair amount of insight as to the Reapers. It will also add some additional dialogue options at the very end of the game.
Citadel is my personal favourite, and for me is easily the best of the DLC, particularly if you try and keep your squad alive. It's more light-hearted than the rest of the game and the Silversun Strip offers a lot to do, particularly the Arena that offers a way to afford everything in the stores and upgrades.

I agree that shadow broker is more enjoyable and relavent than kasumi's dlc. However, considering that the cost of shadow broker is around 40% greater than kasumi's, and you don't get a permanent squad mate. I'd have to say kasumi dlc > liara's dlc, from a bang for your buck / value perspective. But that's just me.
