While that sort of works for some characters, Sandal is generally considered the innocent, somewhat aloof comedic relief. Giving him a beard would be jarring to the audience, and not particularly logical in terms of the character himself. Sandal and a beard don't really fit well.

I want hairy dwarven women too. They existed in NWN. One of the faces for the dwarf females actually had a beard!

Everywhere I looked in Orzammar I saw a dwarf without a beard. Not a one without a stubble, but plenty without proper dwarven beards or moustaches. Leske didn't have a beard. That dwarf that survived in the deep roads by eating darkspawn flesh didn't have a beard. The lyrium addled merchant had a thick dark stubble, but no beard. Plenty of the nameless thugs in Jarvia's Carta didn't have beards. The dwarf that sells you a live nug to give to Leliana didn't even have a stubble. So what makes Varric and Sandal so special?

If so, he must have a beard to properly reflect his masculinity. Varric doesn't need a beard, because he just exudes masculinity.

Puberty doesn't mean you can grow a beard,I have a friend who is in his 30's and hardly even gets stubble.
