How can I give a bag with items as loot?

i imagine it to be something like the opposite of a inventory strip script

giveitem()

or

createobjectoncreature()

instead of destroyobject()

perhaps in an onacquire script attached to a loot bag

You mean an onactivate, that when it's activated it empties the loot that is inside in the normal inventory? That's what I meant. An NPC to give you a bag that is filled with gems, but of course you can empty it to sell them, instead of giving you as a reward 10 gems individually.

Look at the quest reward that the Heartwarder of Sune gives you at the end of the quest in my module. It's a tag-based On Activate script.

I'm not sure if these other ones are in the version you got, but if you want it to be random loot instead, look at my other random loot grab bags, like the Satchel of Alchemy Supplies, Toolbox of Metalworking Supplies, Bag of Leatherworking Supplies, Scroll Case of Scribal Supplies, Box of Woodworking Supplies, or the Iron-Bound Trunk.

i meant when the pc get the loot bag the on acquire would fill it

but since i have never needed to do that, maybe the loot bag can be full and you just have the npc give it to the pc - with stock items?
