it depends on who or the party members... and the development of the party members surrounding the protagonist..

in a way commander shepard does have a backstory when you first start the game you have a choice of what options you'd like for a backstory am i rong?
and i like blank slates for the protagonist.

Yeah, there are those personality/background/childhood paradigms you can set. If they do something similar to the Dragon Age Keep before the next ME game, a backstory could largely benefit from choices your Shepards made.
I liked all of the references that you got from the backstory choices you made, especially in the original.
In reference to the OP: it won't be the same, but that won't be unwelcome. Gameplay and setting exploration rank higher than a character to me. I was ok letting my Warden go after DAO, and I think that wherever we're going with ME, leaving Shepard behind and letting us tool around with other options will be a welcome new direction for the series.

In the first Mass Effect game they really hammer the "victory through sacrifice" theme over your head, so I fully expected that Shepard was going to die at the end of the trilogy.
What I didn't expect was that Shepard would die at the beginning of the second game and get resurrected (that was really weird. What was their reasoning behind that anyway?) Or that instead of a big heroic sacrifice at the end of the third game God would show up out of nowhere and ask you to press one of three magic buttons. That was pretty silly.
That said I'm not anymore attached to -*My Shepard!*- than I am to any other RPG character that I've made in other games. If the next game once again lets me create a blank-slatish character more or less from scratch that would be great.
Of course I have this nagging suspicion that the next game is just going to be a big dumb action cash-in with a fixed protagonist (he'll be male, white, with brown hair, brown eyes and stubble,) but maybe I'll be pleasantly surprised.

The question should be will ME4 be engaging and able to be kept in my collection minus Shepard. The answer would be that depends on BW. I do not mind shep or his/her crew not showing up at all in ME4 or us finding on some uncharted world Liara's back up holo (if we chose destroy) or a recorded message saying how shep saved the day in their cycle but I can play a new ME minus shep. We don't need shep for another round. If they 5th element her back into the next game she should go insane and homicidal.
I want great VA for Fem hero and Male hero no brick for male hero please that would go a good way to making me not want to get rid of the game also the story, themes, setting must be compelling, interesting, cohesive, and plausible (no more dues ex machina crap BW) BW needs to prove their new game deserves a spot on my collection shelf instead of a return to the store.

No, it won't be the same, and thank the gods for that.
I hope it involves none of the Trilogy characters at all, even as cameos (mentions in lore etc.. would be cool by me). A lot of ME3 still leaves me with a bad taste in my mouth, it had already changed far too much since we initially took control of Shep and met the crew. And if it's even less of an RPG and full of bad writing I'll just write the series off from then on in.
Prove me wrong BiowarEA, please. I WANT my faith to be restored in this developer and series. ME1 is still one of my favourite games EVER, and definately my favourite Bioware game.
