I finally got tired of having to get creative to make a single windmill appearance in the toolset. I used to simply place the whole 2x2 group down, then selectively cut the bits I did not want until I was left with just the windmill. It always looked a little jarring to me however, as there was a snippit of road left in the tile.
So, I extracted the model and wok, used Zoligato's viewer to identify the road bit, and manually removed that road plane from the model with a text editor. I also used the text editor to find/rename all the references to the original model name (ttr01_u10_01) and rename them to _02. I used set editor to copy over the entry for the original tile, then edited it to use my new model name.
I used TlkEdit13 to edit the itp, adding the tile to features, and called it Windmil 1x1.
Now the tricky part. I can't get the tile to appear in the toolset when I try to place it; all I get is a vacant red box when I pick that entry from my features and move over the terrain. I've been over the set and itp a dozen times looking for mispellings, errors in my nodes, the tile addition not being numbered correctly...and can find nothing.
Now, the strange part. If I create a new area, I can get that windmill to auto populate! I can see it there plain as day, merrily spinning! I can even copy and paste it...I just cannot manually place it. Any ideas what I am missing, folks?

Okay, just tried insuring all the cases matched my entries; I had uppercase model references in the model file, and a lower case entry in the itp. They now match, and no change to behavior.

Did you define it as a group in setfile ?

No, I did not, sir. I was under the misconception that groups had to be more than 1 tile. After your suggestion, I looked at the set file more closely, and saw that even tiles that are considered "features" need to be added as a group.
