She looks like her voice talent. Not so "wonky" to me, but I do think it was a design choice to make her funbags big just not for the reasoning you suppose.
On a side note, I hope we see some diversity in b3wb size this time around. ME1 has all chicks made with the same size tah-tahs.

She's voiced by and designed from Yvonne Strahovski, who has rather large breasts. That's all there is to it.

It's hard to tell with the tatooes, but Sub-Zero is actually pretty close to being flat, I think.
