You can beg to differ all you want.  There is no proof it is quarian, unless you want to claim that the Vindicator is quarian and not from ERCS.

In ME2 the origin was ambiguous, Legion only gets the weapon after "co-development" is approved and Shepard builds it for him (he had a Viper on Derelict Reaper).  But clearly some version of the weapon exists in council space since it is available on the Collector Cruiser, and it is already in use with sniper teams in an anti-armor / anti-Krogan role.

ME3 calls it a Geth weapon, but then again ME3 says a lot of goofy things.

The widow was present in the vision Shepard had with Legion. He makes a point of commenting on the weapon referring to it looking just like Legion's weapon, Legion doesn't correct him on that.

And IN said vision, it is noted that the weapon that the geth unit picks up was a quarian rifle. The Widow that is obtained in ME2 is a human remake of Legions weapon, which, as was just stated, was of quarian design.

SO! Widow; Quarian DESIGN, Human MANUFACTURE. (B. Widow is purely Human however)
And to clear up the Claymore bit, the original was designed by Grunt in ME2, but was un-usable by any normal human, so the Alliance tweaked it to make the one used in ME3, and thus Claymore; Krogan/Human Design, Human Manufacture

Based on what we know then, the Widow is the greatest gun? Seriously if it was built 300 years ago and is still one of the best rifles it must surely be epic.

Is there another Geth character that uses the Widow besides Legion?

Alliance for the Lancer, and Asari for the Acolyte. Alliance overall, Since Cerberus was originally apart of the Alliance also.

Alliance is the best.

Alliance is Honda, Cerberus is Acura.

Not to mention all other Geth weapons have a similar appearance the Widow is certainly different looking than the other Geth weapons. Doesn't prove anything but the Javelin, GPR, GPS, GSMG all look somewhat similar.

Yep, among Typhoon, Sabre, Claymoar, Crusader, Pirranha, BW, HurrDurr, Eagle and Pally, lancer is obviously the best <_<
