Incinerate should halt barrier regen just because of the damage over time effect, as damage in general stops barrier/shield regeneration.
Also, Phantoms can regenerate health while cloaked sometimes.

I kill phantoms too quickly to let them regen their health. If you let her regen her health you suck at this game and have much to improve to reach my level. Go practice more and then try to teach me.

Thanks, now I know the great mystery of this game that will let me become a decent player, without it there was no hope of me ever killing a phantom.

the cannibals and husks require the blood armor buff from either marauders, or eating in the case of cannibals, they regen constantly and will return to full health if given the time to do so,
phantoms regen health when cloaked AND in cover, and do so at a steady pace as long as they remain this way, they won't regen in the open, nor when visible, their cloak has a similar period where it has effect but has decayed visually, so they may seem to regen after cloak wears out, but they are still cloaked for a few seconds to the game engine.
The health of enemies may seem to jump up occasionally, but this is just because the visual health meter is rounded, so if they are less than half a hit point on either side of the segment the game may periodically change which segment displays,
unlike with damage, the enemies who regenerate don't display a flashing indication of their health coming back, the health meter simply adds a segment when they reach the required threshold
