How is Cerberus a fault? They are supposed to represent the dark side of humanity and how this darkness can undermine humanity. They have a clear role in the story and the themes of the series.
That's silly. I thought they were there to show that the "good guys" don't always have to be a shining beacon of morality. I thought the Alliance was the dark side of humanity, ignoring Shepard's plea and letting all those colonists get kidnapped like that. We must've played different games.

They're not important because that's what devs decided to spend resources on. There is no one who is more important/fits better in the Cerberus plot than Miranda. For comparison: the codex encyclopedia from ME1 (Tali) is somehow important to the grand plot. Apart from the Geth-Quarian conflict (which isn't "the grand plot") Tali is absolutely irrelevant.
