We slew the dragon that wreaked havoc on my mine. Headed over to Hightown to give Solivitus the fire gland, but he acted if if I had nothing to give him.  If he waits too long, I am going to make fire gland stew out of it.

Solivitus is in the Gallows, Hubert is in Hightown.

My bad, I meant to say the Gallows, thus I went to the right place. The issue is still he will not acknowledge this quest.

Hmmm. Did you complete the Herbalist's Task quest in Act 2? If not, that might be causing this issue.

Otherwise, you've hit a bug.

The mine massacre quest can be bugged in several ways. As evildude (seriously that is not an appropriate forum name if you are trying to be helpful ) said, you need to complete the previous Solivitus quests to get the final one, not that you'll miss much with the rewards on this one.

Anyway, what does your quest log say?

The quest log doesn't check for the fire gland quest - check to see if you finished the Act 2 quest.
