Scarlet (GW2)
I HATE Scarlet with a passion.I initially liked her, but the more Anet adds her to their living stories the more I grow to hate her. Her speech patterns were fine initially, but I really can't stand her anymore. Besides the fact that they had her turn into a GW2 version of Doctor Jonathan Crane/Scarecrow (Batman villian), and that doesn't work with her established character.

Colonel Klink
If you're talking about Hogan's Heroes ... I very much doubt Klink was supposed to be hated, just like Schultz. Hofstedter and Burghalter on the other hand ...
Exactly, Klink and Shultz are examples of a typical WWII German soldier, but with a tad on the silly side. Not all of the soldiers were **** fanatics, and some of the older soldiers only embraced it because it meant that there was "honor" to being a soldier again.
However I did like Hochstetter for some odd reason.

Ra's Al Ghul from Batman Begins
Helps that he's played by Liam Neeson. I can't hate the guy either.
I only dislike him because of his philosophy.

Pretty much every character from the Batman rogues gallery. The classics, anyway.
As long as Scarecrow is included. He is clearly a psychopath and his "research" is highly unethical, but he is definitely a tragic character because of his childhood. Unfortunately, most iterations have Batman easily defeating him after his fear toxin is negated even though he does have the training to physically fight Batman.

I like the more studious and powerful Sith who use their brain as much they use the Force or brute physical strength. There's something much more sinister and dark about the ones who manipulate events without even activating a lightsaber or using the Force than anything else. The ones who understand that their best weapons aren't the Force or their physical prowess, but the ability to make others be such with simple words and character.
Of course, said characters are also vastly more powerful and skilled in both the Force and physical prowess than their more martial counterparts.
I prefer villians like that regardless of the universe.
