I may be remembering poorly, but I thought the jumbo packs would replace your missiles, ops, gel or clips with missiles, ops, gels or clips once you started hitting 255 with them. Once all four were at 255 then it would replace them with ammo and other cunsumables. It used to be a great way to get all of them quickly back to 255 - especially my ops packs.
Lately, it is replacing my full ones with ammo or other consumables not gel, ops, missiles or clips. Did a stealth change take place?
Did the jumbo packs change?

No. I think the rocket and medigel per pack can change. Ops are strictly 5 per JEP, thermals maybe as well, can't remember. Generally I max three DPad consumable and then use Vet packs for ops packs to get six per pack until I cap those.

No, but it has the highest chances in filling out your consumables. If your consumables are full, it will give you a bunch of other Jumbo stuff.

You do sometimes get additional +2 Gels and/or Missiles in JEP even multiple cards of them but it's just random
