I LOVE Velanna, myself, and would have TOTALLY tapped that (2 of my Wardens would have "hit it, and quit it"). Resources is really the reasoning for pretty much everything in game.
Otherwise why do you really think we don't have wildly diverging plot, multiple choices that lead to nearly different games, unique animations per character and race, hair that moves in the wind, better clothing textures, even better enviorments than they'll have and a far better CC among many many other things. I highly doubt BW wants to not have those things. But there's a price to be paid.
If there were to be race restricted LIs I'd want there to be a restriction for each race, gender and sexuality. And in the end that'd be 9+ LIs which almost everybody has an equal amount of choice (unless they of course don't mind female or male LIs in which case they get more). But the resource cost...

Also one can show various preferences without having to waste LI slots. It also makes the NPCs feel more alive (such as Wynne).

The fact that a game has inconsistencies and areas where logic doesn't apply IN NO WAY means you should just slap a blanket "that other thing didn't make sense why should this?" to justify whatever you want.
One of my biggest gripes about DA2 was being able to play a bloodmage freely in a city that is being run by templars. The fact that on several occasions you use bloodmagic right in front of them and they never seem to notice doesn't make sense. And guess what? Bioware seems like they realize this and are apparently trying to make specializations more meaningful in inquisition. Rather then point out 1 item that doesn't make sense as a justification for everything else that doesn't wouldn't it be better that these issues all get addressed?
As for the number of romances available for each orientation you can up them to 2/2 if you feel like. I wouldn't care. Heck you could give each orientation as many as you want as long as they are done well and I'd be fine. Mass effect 3 imo should be the goal here. They have Characters that are straight, bi, gay, and lesbian. And in my opinion they are all done at least decently well. You could argue one side gets slightly better romance options but lets be honest, in real life you cannot always get who you would like either.

It wasn't so much restricting what was available to players, as it was adding depth to a character.
She had reason enough to not want to go near any Elf, and found (in her own words) even mongrels, and rivvil (humans) more bearable than those of closer racial background, but would still have to overcome her own bias and negative experiences with non-drow and surface dwellers.

As funny as "Hawke-sexual" was for companions in DA2, and racial types for players really meaning nothing beyond some dialogue here & there in DA, I personally felt that when it came to friendships and romances, there was a little too much freedom, bordering on pandering to fan desires.
Using the example of Morrigan* and the Dark Ritual for an OGB, it's an option that's available for everyone with the only real restriction being based on gender of the PC, for the obvious reasons of reproductive capabilities.
If female PC, then it needs to be either Alistair or Loghain.
Of course, there was the choice to not even have the ritual take place at all, leading to dead Warden, but not for Morrigan to ask a male PC that wasn't romancing her to convince Alistair/Loghain to take part because she didn't want to make OG Baby-fun with an Elf/Dwarf character, or that she had particular preference for either Dwarf or Elf over Human.
Similarly, none of the romance options actually seemed to care about human/dwarf/elf, only gender, and only Morrigan and Alistair.
It could be said that they are all "enlightened" enough that they aren't concerened about racial differences, only matters of sexuality. Fair enough, but a missed opportunity for deeper character development by giving us a group that practically covers all bases when it comes to sexuality and choices for our characters.
*Why Morrigan?
One of the two heterosexual characters, the DR, and being a man I typically play male characters.

I'm not using it to justify "anything I want" I'm using it to justify a lack of a restriction in something that's not even restricted for a good reason.
Why oh why should Fenris and Merrill be restricted to o/s only? Do you have a good reason for that? Or is it just for reasons?
Because it's blatantly shown that alistair does not like cruel/manipulative people. It's not something that can be disputed. Is the same shown regarding his sexuality? Or Fenris? Or Merrill's? (I'm FAR more bothered that a blood mage can romance Anders and Fenris without a peep than them being bi).

And I'd rather they worry about plot holes such as they bolded than LIs. Because that crap happened in DAO as well. And having restricted LIs didn't help it.

Mass Effect 3 where there were 2 gay exclusive LIs, Male Shepard had 6+ LIs and FemShep had (not even six she had 4) until 2 of hers got aborted? Yes what a stellar example to look up to.
Also in real life most of the LIs wouldn't be available to certain Shepards (or even any Shepards). As for one side getting "slightly" better romance options sure that's similar to real life true but well there's no reason it has to be that way. In RL female players should have far more hookup LI options yet for some reason they don't in game. Odd how that works.
