If that's true, the intention is perverse. Treating headshots with heavy-duty weapons as a mildly annoying tickle because the phantom wiggled is maniacal. The effect is a requirement that all on-host kits have a hard phantom counter (i.e. stasis, scorpion, etc.) or just BOHICA, and this is an absolute killer when the main selling point of the MP should be diversity of viable options.

I doubt that it was the intention, however, considering the lolDR is conspicuously absent in the SP campaign.

Each fired missile from MG actualy deletes 1 UR at a time and resets credits to 0 every glitched rocket fired just to be sure!  When no more URs are available, it goes on to delete rare then uncommon then common. After weapons it deletes gear, characters, and consumables. 1 or 2 waves would reset the glitcher to day 1 release :D

How about a doing a little game data crunching and determine if xx games yy time played can feasibly = N7 zz. Ban player if ill gotten and update leader boards?

Huge Reegar nerf
Incendiary ammo glitch fix
Cain Mine fix (4th mine makes first one disappear)
Mild Arc pistol nerf
Boss headshots increased to 50%
Tac Cloak rank 4 damage reduced to 15%
Sync kill immunity upon revive for 3 seconds
Juggy heavy melee returns less shields
Increase Nemesis aggression levels in CQC
Remove Grenade Capacity, replace with SMG, Pistol and Sniper rifle versions of Shocktrooper/Warfighter... Or reduce grenade capacity to 3.
Increase Krysae ROF 10%
Hurricane damage nerf, but reduce recoil the same amount
Talon weight increase
Wraith weight increase
Acolyte shield modifier nerf
Cryo ammo buffed to at least 20% damage boost on level IV version, 15% on level III, etc.
Explosive ammo radius buff, possibly give it the ability to detonate tech combos
Revenant accuracy buff and weight nerf
Typhoon ramp modifier increased to 1.75
Hunter Mode rank 6 nerfs undone
Buffs to ALL pets, especially in the damage department since thier distraction abilities were wrecked.
Fix the weight glitch on heavy mods

And finally...

Remove Sabotage from the Quarian Marksman and give him Frag grenades.

Alter the recoil and accuracy loss mechanics of burst fire weapons, and make RoF boosts affect the refire delay as well as the base RoF.

Put simply, instead of having each of the three bullets apply 33% of the accuracy and recoil penalties, I'd make the first shot only apply 10% of the penalty, the second apply 20% of the penalty, and the third and final shot would apply the final 70%.

The result: The first shot would be completely accurate, the second almost completely accurate, and the third shot would be slightly off-target, but not by a lot.

The kick after the burst has been fired(represented by the 70% penalty) would make the gun need re-aligning to the target after each burst, giving the feel of a powerful gun being barely made controllable by the 3 round burst.

Think how the recoil on the executioner pistol operates and you'll hopefully get the idea.

This might just make the argus, vindicator, hornet, and the incisor good on non-turians.

Buff the Spitfire so it either shoots real bullets that cause real damage instead of farting, or up the rate at which it farts by a thousand percent so that it is worth the trouble it takes to unlock and max out.

Buff Explosive Ammo removing its damage cap (continues to stack so long as fire is not interrupted) but cause it to increase weapon recoil to make it harder to keep on target. Ammo is no longer useless, and poses difficulties to offset the abilities it would bring.

Nerf: Reegar, Harrier, Hurricane, and hell anything else people like so that BSN can scream at Bioware "Why do you nerf everything we love?
