He's not listed as an option since you can't actually romance him in ME3.Daemul wrote...

I've just realised that nobody who took this survey romanced Jacob.

ME1 Kaidan is the only decent 'mance for femshep.
I think they should have put someone more like Han Solo as a potential LI in the game. Make him a criminal or something. Vega is as close as it gets, but still, not really there yet.

I really liked Kaidan in ME1 for my straight female Shepard. He was sweet, soft-spoken and kind. But then, I don't care for bad boys in the romance department. If I ever play ME3 again, Kaidan's Shepard may just find out how their story plays out. I hear that he cooks for her?

I would imagine this would not be as fulfilling with other LI in this game, with VS, they mistrust you in ME2 and a good portion of ME3; with other ME2 LI, their limited screen-time in ME3 is rather disappointing. And I wouldn't romance anyone that is not a squadmate.
I've currently done two full playthroughs, once I romanced Garrus and once I romanced Liara, both are very satisfying in the end, I'm thinking of a third playthrough with Tali right now. Anyway by my standards, only three LI are viable and both maleshep and femshep share them equally. They both got Liara and either Garrus or Tali. It's balanced enough for me.

Find me one active member of the BSN who canonically romanced Jacob. One.
Jacob was the first romance I made in Mass Effect 2. I was quite annoyed that he moved on so quickly in Mass Effect 3.
Have I romanced Jacob everytime, no I haven't. Then again not everyone of my runs has been with a female Shepard.

We needed someone like Captain Jack (either Doctor Who or Pirates of the Caribbean) for Femshep. Granted, with less extreme omnisexual.
Charming, garruish, lovable rogue and con-man, but with a sensible and rational head. Someone who's able to push all of Femsheps buttons, but and able to keep her off-balance as he sweeps her off her feet. That, and he gets the ridiculously awesome RAF long-coat.

Personally it is quality over quantity. For all options out there, there are only 3 characters I would romance, Liara, Tali and Garrus. They have heavy roles in all 3 games, they always stay loyal to you, after 3 games fighting alongside them, growing close to them, loving them, the romantic relationship feels very fulfilled.
I agree. I think quality is more valuable than quantity. Liara and Garrus do have two of the better romances in ME3 ...and Kaidan's romance arc wasn't completely horrible either (content-wise).
Straight ManShep/lesbian FemShep may have more quantity, but the majority of those don't have quality backing them up. Allers, Traynor and Kelly are rather shallow. Jack and Miranda have little content...even Ashley's romance was disappointing. But this is no excuse for the poor handling of Jacob's romance in ME3 ofc.

So... Garrus?
Obviously, he does not fit the con motif, but considering the directon they were going, that type of dynamic likely does not fit. Either way, Garrus is a damn close equivalent to those references.

Not really. Garrus is more... unnatural around women. He's kind of lame with them, and he's not comfortable and he's really awkward.
You want someone who is capable of pushing buttons, someone who excites at a more primal level, someone who is more suave, dashing, and confident. A guy who's a bit of a playboy and a womanizer. A guy who actually knows how to handle a woman. Garrus is not really any of those.
A scoundrel.
Han Solo, Remington Steele, Captain Jack Harkness, Captain Jack Sparrow, Zevran, Lando Calrissian, Neil Caffrey, Roger Moore and Pierce Brosnan era Bond (without the camp), that sort of guy.
Also, human.

Yeah, well, i'm sure Garrus isn't used to being propositioned by human women at all.

Clearly, given his popularity, Garrus can 'handle' a woman.
So a character's external popularity translates into an actual character trait for the character in the universe.
That is... I don't even have an analogy to describe this leap of logic... Wait... hold on a moment....
That's like concluding that fish are falling from the sky because 2+3=5.
