They gave Jack the best scenes in the Citadel DLC (imo)...but her romance content before Citadel was practically non-existant. Arguably Liara's romance plotline is the most developed and you get some great moments in the core game. If you really cant decide...make 2 playtroughs

big fan of Liara but I also agree with you plus I didn't like jack in ME2 she was way better in ME3 (what we saw of her)

It's definitely the choice they want to "nudge" towards though, or make easily recognizable/accessible.

I think in some ways Tali can seem as "important" as Liara, but it's a little more understated. She gets a cool goodbye scene, in a kind of symbolic place (next to EDI towards the end). It kind of places the romance story in light of the larger themes in the game (organics vs synthetics).
Every romance plays on a big theme, but that's a big one. I would say Liara and Garrus are representative of themes about galactic alliances. Jack, Kaidan, and Ash representative of humble beginnings and bonding through humanity's early struggle in the galaxy. It all works. Each gives a flavor to the story.

Do what I did, flip a coin. When I first played ME1 and reached the point of the game where Ashley and Liara both confronted me and told me to make a choice on which of them to romance I took out a coin, said heads for Ash and tails for Liara, flipped the coin and it was a heads so I chose Ashley, and she has remained my sole Sheploo LI ever since, every single one of my Sheploos romances Ash.
