I'm only planning on playing ME2 for PC, but ME1 I played on Xbox360 and have a very developed Shepard. Is there a way I can continue on with that character on the PC version from a ME1 360 version?

The information released so far is pretty clear that you will not be able to transfer saves 'across platforms'.
