Likely one of those Vorcha that have been raised from birth in a proper society (it's in the lore).
They're actually very intelligent and useful when taught, capable of actual emotion rather than instinctual actions but still live very short lives =[
Though if not Vorcha I'd probably be the most awkward of Quarians.
