Yes they are, but if you are using the HVB then you will probably gain more with Phasics than with Warp. If you are not using the HVB I would go with AP Rounds instead. It's a no brainer really.
With HVB, while phasic rounds III will do slightly more damage against barriers but overall warp rounds IV do more damage because warp rounds IV does extra damage to armor as well and phasic rounds III does not.
Doesn't the HVB on assault rifles give 90% armor mitigation and wouldn't that cancel out the armor weakening (aka extra armor damage) that you would get from Warp Rounds?

Didn't I read somewhere in the past that they couldn't stack up to 100% or am I confusing that with something else?
If I use the Harrier on a weapon class then I usually go with capacity + extended barrel + AP Rounds and if I use a biotic class I go with extended barrel + piercing mod + Warp Rounds. If I use a tech class I go with Disruptor.
You can stack things to do 100% damage against armor + the ammo damage bonus from the selected rounds.
You can stack the armour-piercing mods and ammo to get the 100% damage against armour, but stacking Warp and AP mods/ammo doesn't work that way.
The game applies AP mods/ammo first, then weakens the rest of the armour by the % given.
Example: your AP mods reduces 90% of the armor on Gold -> 10% of 50 is 5. 5 armour is then weakened by 65% (I think that's the Warp Ammo's armour weakening value), resulting in something very small but certainly bigger than 0.
The difference is negligible, but you should be using Warp Ammo against Banshees because dat extra damage against barriers.
Warp effects (Warp Ammo and Warp debuff) apparently stack fully, which is why you don't need any AP mods on your gun if you're using warp ammo, playing against Rippers and have an access to the Warp debuff.
