All the races of this cycle are 'subservient' races. Civilization is highly advanced. The crucible and catalyst are built, combined and ready to deal with the reapers as soon as they appear. ME3 becomes ME1, where you use the crucible to deal with the reapers, and the Leviathan become the real threat.
