I always gibb him in after freedom's progress, he is awesome to bring to the citadel and the council he has so much unique flavor that I feel silly not using him before IFF.

It makes me wonder if it would be possible to mod ME2 to allow all Dossiers to be available after Freedom's Progress as Bioware intended (without initiating the Collector Boarding timer, of course!).

For PC yes you can do that with gibbed social.bioware.com/forum/1/topic/105/index/1585456
I only done it once though because it triggers makes Joker and stuff comments on meeting Ashley before Horizon etc.
Just keep in mind that Thane, Samara and Legion aren't adopted for Horizon, and if you bring any two of them the game will crash. besided that they are all voiced for all missions.
