You don't get challenge points by spending credits, you have to vary your classes, weapons, include melee/grabs when needed, use different powers and solo. It's more demanding and familiarizes yourself with the classes and weapons.
I'd trust a a player with a low n7 and high challenge points more than someone with nigh n7 and low challenge points(unless they mainly played before challenge points were introduced, though that is hard to tell).
The numbers themselves are still arbitrary for the most part.

as a self proclaimed scrub, I'll still say challenge score
(I didn't promote until after I maxed my manifest and my challenge score was over 50K at the time)
and still don't understand why a lot of people put piercing mods on projectile weapons.
Have they just coincidentally never shot at a Guardian with these pointlessly modded toys

The is the stupidest, dumbest comment I've ever read. Utter nonsense. Just today, I played with a player who has roughly 30k challenge points, he was an excellent player (and if score is anything to go by, he outscored us all by a significant magin). I've played with countless people who had nowhere near 50k challenge points yet were excellent players by anybody's standards.

Not a lot on PS3 have breached such a threshold and I've seen several players who could hold their own below that. I don't believe there really is a number that determines someone's capability but it can provide a slight insight, with several factors in mind.

I love you Limbs but judging people by CP is the not much better than judging people by N7.

Examples:
2 guys playing as KroLord = leave lobby.
1 guy who wont use comsum = kick
1 guy playing as a slayer = 30% chance they are good at it. Leave lobby unless other 2 players have kits that can carry.
Sometimes you just have jump in a game and find out you've misjudged them. They could be better or worse than you expected.
