They're designed around stripping enemy shields and barriers or overloading nervous systems (Overload,) ground-fire support and shield modulation (Geth Turret,) and pin-pointing enemy locations through the use of sophisticated detection systems (Hunter Mode) all while relying on much stronger shielding to protect a much more fragile shell, like a proper engineer would.
The volus engy too as he can be a shield battery for ally support while setting up ambushes or painting targets, slowing them down and debuffing them for everyone ( recon mine and to some extent proxy mine )

A combat engineer, also called pioneer or sapper in many armies, is a soldier who performs a variety of construction and demolition tasks under combat conditions. Such tasks typically include constructing and breaching trenches, tank traps and other fortifications, bunker construction, bridge and road construction or destruction, laying or clearing land mines, and other physical work in the battlefield. More generally, the combat engineer's goals involve facilitating movement and support of friendly forces while impeding that of the enemy.
A lot of that doesn't really apply in the context of ME3 MP. Juggernauts, Justicars and Demolishers can "construct" defensive features, sort-of, but there's no concept in the game of constructing or demolishing actual battlefield features.
Thinking about it, the Volus engineer perhaps fulfills the "...facilitating movement and support..." sentence the best. Recon and proxy mines impede the enemy by debufs and slowing them down and shield boost can be used to support the rest of the team. Once again though, the Juggernaut also seems to fit the description quite well too.
