Naturally. I've run gold and plat PUGs with some really, really good players including BSNers who joined randomly or I didn't know they were BSNers at the time.

Quite a few actually. I usually don't check for medals but 20 HS, like a few others stand out.

It should be % of shots that hit the head, not number of enemy killed by the last shot in the head to count something even with automatic guns.
Answering the question: rarely, most pugs have learned to spray some shots then detonate the ammo power to kill the mook and damage the surrounding enemies.
