If you're looking for the best all-around weapon that you can use on ANY class, where it's light enough that power-based classes can still use powers frequently, then I think it has to be one of the following: Talon, Wraith, Arc Pistol, Hurricane, or Harrier (at high level). Personally, I think the best answer is the Talon.
I suppose you could put the Venom in there if you have it at high level. Guns like the Reegar, Raider, and Piranha fit the weight and power requirements, but I don't think that many people can make them shine on ANY class.
The best setup on any class is Arc Pistol + Herperus Carrier.

It is the Claymore for me. It is just satisfying OSKing mooks with it, especially Phantoms and Geth Hunters. I also love the sound of it when it is being fired.
Javelin for me. On those days I can actually aim.
(Note: for me. Arc Pistol would be good, if I could aim even better. Claymore if I could reload cancel consistently without screwing it up. Maybe Black Widow if I had it at X).
