Well the biggest implication to me is that Tranquils are no longer safe. A blood mage or abomination is still effectively a mage, and there doesn't seem to be a serious reason why they couldn't use this ritual should they learn it or should it simply be widely disseminated. It seems to me that it'd be necessary to keep as many Tranquil out of mage hands as possible.
It would only take one "sacrifice them for the greater good", "being an abomination is better than being Tranquil" crazy to turn a large group of Tranquil into an army of abominations to use in their war.

Well this is a very interesting development, as if the mage-templar conflict wasn't complicated enough. I haven't read Asunder for... reasons, so it's a bit hard to comment really without knowing what the low-down is. On the face of it I would certainly want the option to reverse tranquillity to be readily available, yet the process sounds like it would have all kinds of risks, so it would need to be applied on a case by case basis.
I can easily imagine a difficult dilemma where some highly unstable and dangerous mage has some important knowledge or skills that can only be utilised if his/her mind is fully functioning. This mage, let's call her Mad Bad Betty, could be of pivotal importance to some quest of the Inquisition and we need to decide whether to risk it, and what the potential political ramifications of that decision would be to our overall aims.

I think its good for everyone the if some go crazy then the Templar's can put them down and stress the fact that mages are dangerous but always good for the mages , wardens and the inquisition it add mages to the fold for them to use and finally the demons now they have more mages to try and possess
