Really? As long as you buy the star charts on Illium you should be able to easily find them all on the first playthrough.
The exploration aspect in ME2 was nice (not so nice in ME1 with the stupid Mako) but it made less (or even no) sense in ME3: Shepard is fighting a galactic war. She's got no time for exploration.
