Registration requires a school url, so that counts me out. I think I am just going to have to learn to work within the limitations of Gmax for now. At least that is free.

Ummm... I don't think it really does, as I don't have a school website/url that I would be able to use, I just entered my email and proceeded.
I have done this several times over the past few years, and each license is for edcatlonal purposes, inclduing but not limited to: You just learning the software. The KEY with this type of usage is that you must NOT attempt to sell any output from 3dsmax or use it to create parts/pieces of any commercial product for money. Creating FAN art is not an issue which is what the terms are from Bioware regarding CC anyway... you must not sell the product to anyone or attempt to sell it etc..
Creating a .mdl file, for NWN is not an issue at all.

IMO, you can go for Gmax. Most of it can be done with it. As Zwerk mentioned: For the minimaps, you might try Blender. They have it as "portable version", so no need for an install.
There are tools for tileset editing out there (MDA) or you do it via a text editor.
So, keep on tinkering!
