There is some truth in this, however I believe dmg evo is better for platinum. Also I would say that 4b is the way to go with snipers.
Of course like with everything here, what works for me might not be the best way for you and vice versa. There's still that factor of CD, and passing on 40% dmg boost seems rather unsettling to me.
There are kits where taking the duration seems a better choice though.
