Terrible Desolation of Smaug joke aside, I've been sticking to just buying Spectre Packs, to be honest. That way, not only do you get a Level IV ammo or possible ultra-rare card, but you can bulk up your Level III consumables at the same time at a good price.
Plus, the last 10-15 SPs I've bought have yielded a Black Widow, Typhoon, PPR, and Wraith upgrades (one of each weapon).

Whereas the last 92 SPs I've bought have yielded me 3 URs. RNG is, was, and shall continue to be random.

True, so very true.
I still stand by my statement about SPs aiding in Level III consumable stock-up, though, if nothing else. Might as well collect those while hunting for URs (unless your Level III stuff is all maxed out, in which case you have earned my undying jealousy).

I know the feels, OP. I still have I think 45 to go, and have gotten only the Valkyrie VI in the last month or so. I've been spamming Arsenal Packs, but I'm considering going with DragonRacer's idea and seeing how SPs work...

I've had 2 double UR packs w/ a respec card, so you can imagine this method works wonders.
but random is random I guess.
