Bringing back an old post, I thought this would have been a good immersive element in ME3. Add alien crew members to the War Room who stick around after the completion of different arcs. Fill the War Room with ME2-style "eavesdrop" conversations which change depending on what happens in your game.

Finish the Tuchanka arc, and two Turians and (if the cure is sabotaged) a Salarian take up residence. Finish the Rannoch arc, and either two Quarians, one Quarian and one Geth platform, or one (larger) Geth show up in there. Sometimes they'll all be in the war room (where conversation is professional), sometimes one or two will appear in the mess hall (where they speak in more personal terms in regards to how things are going).

Kill a species over Rannoch, and when you step into the war room all conversation (including background "mumble") ceases and everyone silently stares (save for the Geth/Quarians present) in your direction for about twenty seconds before returning attention to their posts. Same, if you make peace but kill Wrex afterwards.
  • Lose Krogan support, and one of the Turians can be heard talking about collapse on the front lines. Perhaps talk of tension in the ranks if Wreav is in charge of them. I'd think it interesting if a Turian who expressed resentment of other races slowly softened over the course of the game, showing that relations between species who were previously maligned by Council space are improving as a consequence of the war itself. Hell, add a Batarian to the crew roster, not as a squadmate, but coordinating ships.
  • Kill the Quarians, and someone will talk about how the supply situation is critical, a colony couldn't be evacuated, or an entire division of Alliance soldiers was wiped out on the ground for lack of transport. Save them, and a Turian will talk back and forth with one, coordinating a supply run, then maybe converse in the mess hall after ("my family got airlifted out, I take back every evil thing I said about you" etc). I actually picture a Quarian woman showing a Turian a holo of her daughter, musing that now that they have the homeworld the population restrictions will go away, and her daughter might actually get to experience life with siblings.
  • Kill the Geth, and someone will talk about how the Turian and Alliance fleets have been spread thin, forcing systems to be abandoned as they are driven back. Save them, and there will be talk of pressure on the Turian fleet being relieved and additional ground troops dropping from the sky, then an awkward situation in the scanner room where the resident Geth platform sets off the scanner again and again, "Spinal Tap"-style.
  • An Asari or two appearing after the coup attempt, perhaps a conversation after the Monastery mission, condolences after Thessia, that kind of thing.
  • Screw things up badly enough, and you'll see them commiserating in the mess hall or the lounge over having lost family members back home.
Really, it'd probably be only ten or fifteen brief little conversations spread out over the entire game. My kingdom for an unlimited word budget...

IN CONCLUSION:
What are some interactions you could picture taking place, in the War Room and out, changing based on in-game events? What angles or perspectives on the war would you like to have seen? How would you make background conversations on the Citadel change depending on what happens in your game? Although several Normandy background conversations had no relevance to anything in the plot and could easily have been dropped (ie: EDI's musing about multiverses), the background conversations on the Citadel were, IMO, some of the best writing in the game, and did an excellent job establishing the atmosphere. They were only lacking in that conversation didn't react to your actions in any way outside of emotionless news bulletins.

I think the OP's idea would have been great. Seriously, would it have cost that much more? They could have paid me $20 to do the "Condolences" line after Thessia. I could knock it out, and have it recorded and off to them in .ogg format in less than 30 minutes.

One of the problems I sort of had with the Rannoch conclusion with both races spared, is that (and this could just be me) that both sides got over the whole genocidal history thing awfully fast. I thing for that situation there should be very noticeable tension between the Quarian and Geth representative(s).

This is mostly fanservice, but maybe have a Rachni delicate on board (since they got almost zero screen time in ME3); maybe it could be that Asari on Ilium back from ME2 or maybe just a bunch of Rachni Workers that scurry around the ship doing maintenance. Maybe as a joke one of them pops out from the floor gratings and scare everyone accidentally, like how they appeared back in ME1.

I approve of this idea, but I still think it doesn't reflect the magnitude of ME3's decisions enough.

I like the idea of encountering a Krogan or a Quarian on the Citadel after their respective arcs, whose reactions to you change depending on the arcs' outcomes. I wrote up how one of these exchanges could go down here.

@ImaginaryMatter, I like your Rachni idea. I can just picture Traynor freaking out.

Though in fairness, they did kind of go out of their way to sweep the whole "genocidal history" thing under the rug. <_<

Yeah, I've read your other idea before and I also think it's good. Though Wrex's final confrontation on the Citadel if you sabotaged the cure is pretty decent.

Only a couple examples I can think of off the top of my head: First, punching al-Jilani is something that could easily have resulted in a bit more blowback, and some changed background conversation. Maybe Hackett chews you out a bit (realistically, punching a reporter would be a major diplomatic faux pas), and you could also get some background conversations on the Citadel about that video of the human soldier punching a reporter: "It's already got ten trillion hits on GalaxyTube!" Dumb, but you get the idea.

The other one would be the Council decision, which didn't have anywhere near the impact that it really should have had. Maybe some of your buddies (especially Garrus and Liara and to a lesser extent Kaidan) would give you a hard time over abandoning the Council and working to set up an all-human replacement, while others like Wrex or Tali, who don't have much invested in Council leadership, would have more of a "meh" reaction. Perhaps the decision could have also played into Thane's loyalty mission somehow, since that mission hinges on an assassination attempt on an anti-human politician.

While I like the idea, I'm not sure why all those representatives would
be on the Normandy after the Tuchanka and Rannoch arcs. Shepard and his crew are constantly going into
reaper controlled space and or hairy situations in general. Yeah, the
Normandy is a stealth ship, but still(by the way, I'm not criticizing your idea either). I could see them being in the War room to coordinate with Admiral Hacket and the 5th fleet to help with the Crucible, but why would they not be at the Crucible instead? I would have liked to visit the other embassies besides just the human embassy myself. We could have seen the reactions of the other races to Shepard's choices that way. It's not like the writers couldn't give any reasons for shepard to visit the other embassies. Instead of Sparatus going to Udina's office to tell them that they should go to palaven to rescue the primarch, have Sparatus invite them to his office in the turian embassy. Or instead of Liara telling Shepard that Asari High Command needs help with a situation on Lessus, have Tevos or Liara's contact invite Shepard to the Asari embassy to discuss a "highly sensitive" operation. Admittedly, this idea wouldn't work for the Geth or Quarians since they didn't have embassies on the Citadel. So having a representative of those 2 races on the Normandy would make sense. Then there's the fact that increasing the size of the embassy section of the Citadel may have taken up too much space on the disc(I admit, my knowledge of computer software/hardware in general is lacking). So maybe having them in the War room and on the Normandy would make sense in that respect. All and all, I like your idea.

On a somewhat related note, I'm still disapointed I didn't get to talk to the Geth Prime on Priority Earth.
