My newest toon just started Orzammar, and she went to take a peek at the Assembly.
In the cutscene I noticed several dwarves - at least one deshyr and one female guard - who were carrying magic staves on their backs. WTF? Aren't dwarves supposed to be unable to use magic?

probably the staves were just placeholders
They wanted them to be able to hit the ground wirth something and they chose staves.But I doubt they have magic.

I guess Dagna will set those dwarves straight about their staves, when she gets back from her semester at the Circle Tower.

In the realm of reality, I'd assume they're mostly supposed to me non-magical sticks. However, Harrowmont's staff is indeed magical. As the description reads, it had once belonged to a mage:
So it seems anyone can hold a magical staff, even a dwarf, just not shoot fireballs out of it.
This staff came into the possession of Clan Harrowmont circuitously, inherited from a noble-hunter who had been given the staff by a grateful human mage for services unknown. It spent a time as a backscratcher.
