I don't believe Anders is actually seen as the one causing the war as seen in the events of Asunder though. If anything, he caused the templars to strengthen their restriction on the circles which caused other mages to finally reach the point where they decided to separate. Also, Alistair being king implies he has to continue being a king that's responsible for a large part of Ferelden's dealings and other matters. Anders starting the events that led up to other mages declaring the separation of the mages doesn't mean Anders will be put in any kind of important position.rasloveszev wrote...

Just kidding, he isn't that bad, much as I liked Sebastian I let Anders live on my main playthrough, not that I agree with what he did.
I think he is in some sort of prison, but escapes when the game begins.

Where did you heard about Anders's voice actor saying that he's working in DAI? Are you sure he's DA2 Anders and not DAA Anders, who gave the voice to Cullen, and confirmed that he's working on Cullen?
Was it his Awakening voice actor or II voice actor? Also, voice actors do in fact get re-hired all the time. It's actually kind of funny how you can find the same people voicing a new or multiple characters in different games.Rassler wrote...

We don't know yet but I think Anders or at least alive Anders will get a big enough role. I know it doesn't mean much but Anders voice actor hinted in twitter that he is recording for DA:I. It can be for another character but this is the closest lead we have atm.
