The Chant's version of that quote makes total sense to me, but I honestly think it's how people choose to interpret that quote that is deal breaker for me. Or perhaps Malcolm Hawke simply said it better, "Magic shall serve that which is best in me, not that which is most base."
The Chantry version does not make sense to me. It has some rather obvious intent and implications behind it IMO. They had a quote from Andraste on magic, "Magic is meant to serve, and never to rule over him." That was perfect. Just use it. Don't cut it down to "Magic is never meant to rule over man", or twist it even further into, "Magic is a corrupting influence in the world." When the only thing you say about magic in your statement to the world is that it's a corrupting influence in the world, you're sending a very specific message, very all around negative message about it, and its one that allows the Chantry to set the parameters of magic use (culturally if nothing else as their words have impact), and it lets them use the circles to cultivate a private army they keep on a leash with lyrium. Can't get with it.
